A message dated June 23, 1999, was received stating the Governor has           
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:               
                                                                               
HOUSE BILL NO. 157                                                            
"An Act relating to absences from the state while serving on                  
oceangoing vessels of the United States merchant marine for                    
purposes of eligibility for permanent fund dividends; and providing
